How many UK vehicles are not Electric?

According to Data published by DVLA in July 2026 the EV market was just 5.1% of all licenced vehicles on the road. This means that 30.4 million vehicles (excluding HGV and LGV) consume Petrol or Diesel, that's 74% of the total licenced vehicles are eligible to use Carbon Offsetting to Offset their CO2 emissions. Why isn't this being promoted more....because if you cant stop your emissions or reduce them any more, then offset the balance.
